Why do we need a Transfer Agreement of Producer Responsibility with a producer organisation?

The Finnish waste legislation based on the EU's WEEE directive prescribes that the producer of electrical and electronic equipment organises the recycling and waste management of the waste arising from the products put on the market by the producer and is liable for the costs of the waste management. The easiest way for a company to fulfil its obligations is to join a producer organisation that, on behalf of its member companies, organises competitive bidding for collection point, transport, recycling, reporting, and waste management services, and concludes agreements about them with municipalities and businesses of the industry.

How do we know which of the Elker Group's producer organisation our company should make the Transfer Agreement with?

The Elker Group has three producer organisations: SELT Association, ICT Producer Co-operative and FLIP Association. A company must make the Transfer Agreement with that producer organisation to whose scope the company's products (or the majority of the company's products) belong.

WEEE 6 Electrical and electronic tools

WEEE 7 Toys, leisure and sports equipment

WEEE 8 Medical devices

WEEE 9 Monitoring and control instruments

ICT Producer Cooperative:

WEEE 3 IT and telecommunications equipment

WEEE 4 Consumer equipment and photovoltaic panels.

FLIP Association:

WEEE 5 Lamps.

How can the company make the Transfer Agreement?

A company can make the Transfer Agreement by filling the producer organisation's application form and by sending it signed to Elker Oy. Additional information about the Transfer Agreement and the application forms are on each producer organisation's own pages:

How can a company end the Agreement?

If the company no longer bears producer responsibility in Finland or wishes to transfer its membership to another producer organisation, a company can terminate its Transfer Agreement by filling in a termination form, available by e-mail from Elker Oy. The termination is handled and granted by the board of directors of the producer organisation in question. The companies that have terminated their Transfer Agreement are notified to the supervising authority, the Centre for Economic Development, Transport and the Environment of Pirkanmaa.
