Juha-Pekka Lappi, who served as Elker’s Operative Lead, has retired after a long career in technology and producer responsibility. He has witnessed the major transformation of information technology and helped build Finland’s producer responsibility system. Now, different kinds of journeys await him, travelling by motorhome and electric bicycle.
From computers to producer responsibility
Computers and information technology have been the common thread throughout Juha-Pekka’s career since 1986. He has worked in computer installation, sales and maintenance, and later in roles involving the reuse and recycling of electrical and electronic equipment and producer responsibility.
He sums up his career aptly:
“In the early part of my career, I placed equipment on the market, and in the latter part, I took care of its waste management and recycling.”
At Elker, Juha-Pekka served as Operative Lead. His responsibilities included maintaining the nationwide collection network, WEEE logistics and agreements with recycling operators.
The role required extensive cooperation with collection points, transport companies and treatment facilities. Known for his sociable and cheerful nature, Juha-Pekka became a familiar figure to a wide range of partners across Finland.
Helping to build Finland’s producer responsibility system
When producer responsibility for electrical and electronic equipment was being prepared in Finland, Juha-Pekka worked at Fujitsu Siemens. Representatives of the largest technology companies met to consider how producer responsibility should be implemented in practice and how the resulting costs should be shared. Juha-Pekka also took part in these negotiations.
The working groups assessed various proposals and operating models before settling on a system in which companies report the quantities of products they place on the market. The polluter-pays principle guided the preparations from the outset.
Information and effective networks at the heart of operational work
The nationwide WEEE collection network is a broad and complex operation. Discarded electrical and electronic equipment is received across Finland, transported for treatment and directed to contracted partners for recycling. Every stage generates information about material volumes, transport, collection events and treatment.
Managing, verifying and analysing this large volume of data were a central part of Juha-Pekka’s work. Under his leadership, Elker developed its operational data processing, automation and electronic systems. At the same time, Elker’s collection point network expanded, further increasing the importance of effective information management.
From paper terminals to electronic information management
During his career, Juha-Pekka Lappi witnessed the transition from lists printed on paper terminals to electronic systems and AI-assisted work. At the start of his career, communication might have meant responding to call-back messages relayed by a secretary. Today, information is processed and communication takes place simultaneously across several electronic channels.
Juha-Pekka Lappi has also seen workplace culture change. In his experience, working life has become less hierarchical, and company management has moved closer to the rest of the work community. Over the past 15 years, greater emphasis has also been placed on responsibility in supply chains.
Juha-Pekka Lappi considers the development of services for end customers to be among the most meaningful tasks of his career. In his view, customer orientation should remain important in the future as well. Producer responsibility organisations must stay close to their customers, the producers.
The industry’s future will be shaped by data and cooperation
According to Juha-Pekka, several open questions remain regarding the future of producer responsibility. Industry structures may change if large producer responsibility organisations serving multiple product sectors, or Europe-wide one-stop-shop services, become more common. The role of recycling operators in producer responsibility may also grow.
As operations develop, the importance of information will continue to increase. Key questions include monitoring reporting, ensuring the accuracy of data and using information effectively. As equipment, materials and recycling processes change, the related information must keep pace with these changes.
Changes in the value of recyclable materials, the removability of batteries from products and the availability of critical minerals are issues for which the industry must find solutions. The geopolitical situation has brought the availability of critical minerals even more prominently into discussion. At the same time, it is necessary to assess how international developments affect a small market such as Finland.
In Juha-Pekka’s view, it is precisely the industry’s links to technology, raw materials, information and global changes that have made producer responsibility and the circular economy particularly interesting.
Towards new landscapes by motorhome
In retirement, Juha-Pekka plans to travel in Finland and abroad with his wife and their Yorkshire terrier, Vidar. With their motorhome and electric bicycles, their journeys may take them to golf courses, French vineyards or ski resorts in Italy.
